Hawaii is the only rabies-free U.S. state -- and the Hawaii Department of Agriculture enforces a mandatory quarantine program to keep it that way. Pets that arrive without meeting every requirement can be held for up to 120 days at a state quarantine facility, at the owner's expense.
The good news: pets that complete all requirements correctly and on time qualify for the Direct Airport Release (DAR) program -- meaning they can be picked up shortly after landing at Honolulu International Airport with zero quarantine time.
The catch: the DAR program requires a precise sequence of steps that must be completed in the correct order, within exact timing windows, and submitted to HDOA in advance. The minimum preparation time is 4-6 months. Most families who fail do so because they started too late or completed steps out of order.

The DAR Program
Hawaii Direct Airport Release Requirements -- In Sequence
Every step depends on the one before it. The order is mandatory. Completing steps out of sequence -- even correctly -- can disqualify your pet from DAR and trigger quarantine.
ISO Microchip -- First Step, No Exceptions
Your pet must be implanted with an ISO 11784/11785 microchip before any rabies vaccinations are recorded. Hawaii will not accept a pet whose vaccination record predates microchip implantation -- even if the chip was implanted shortly after. This is the most commonly missed sequencing rule. Verify your pet's existing chip is ISO-compatible if already microchipped.
Two Rabies Vaccinations
Hawaii requires two rabies vaccinations administered after microchipping:
- At least 30 days apart from each other
- The most recent vaccination must be given more than 30 days before arrival
- Must still be valid within the manufacturer's licensed booster interval on arrival day
- Both must be administered by a licensed veterinarian and properly documented
FAVN Rabies Antibody Titer Test Longest Lead Time
The OIE-FAVN (fluorescent antibody virus neutralization) titer test confirms your pet has adequate rabies immunity. This is required for all cats and dogs entering Hawaii.
- Must be performed at an approved laboratory (Kansas State University VDL is the primary U.S. lab)
- Blood sample drawn after the second rabies vaccination
- Result must be 0.5 IU/ml or greater to pass
- The lab must receive the sample at least 30 days before arrival
- A passing result is valid for up to 36 months
- A failing result requires re-vaccination and re-testing -- the clock restarts
Tick & Parasite Treatment
Hawaii requires a long-acting tick treatment administered within a specific window before arrival:
- Treatment must be administered within 14 days of arrival in Hawaii
- Must be a long-acting product approved by Hawaii DOA
- Must be documented on the health certificate by the veterinarian
- Applies to both dogs and cats
USDA-Accredited Health Certificate
The official veterinary health certificate must be completed by a USDA-accredited veterinarian on the Hawaii DOA-approved form. This is the document that ties all previous steps together.
- Must be issued within 10 days of departure to Hawaii
- Must confirm microchip number, vaccination dates, titer test result, and tick treatment
- Must be completed on the correct Hawaii DOA form -- not a generic health certificate
- Must be signed by a USDA-accredited veterinarian -- not just any licensed vet
HDOA Document Submission
The completed health certificate and all supporting documents must be submitted to the Hawaii Department of Agriculture (HDOA) Animal Industry Division before your pet travels. HDOA reviews and pre-approves DAR eligibility.
- Documents must be received by HDOA at least 10 days before arrival
- HDOA issues a pre-approval number that your pet must carry on travel day
- Without the pre-approval number, DAR is not possible regardless of documentation accuracy
