Singapore Pet Import Guide
Shipping a Pet to Singapore from the USA
Singapore operates one of the most organized pet import systems in the world -- but organized does not mean easy. The process is highly structured, strictly enforced, and requires advance planning that most families underestimate.
The United States is classified as a Category III (rabies-controlled) country by Singapore's Animal & Veterinary Service (AVS). This classification requires pets to complete a rabies antibody titer test (RNAT) and observe a minimum 90-day waiting period after the blood sample is drawn before entering Singapore. Combined with the vaccination sequence and permit processing time, the minimum preparation window is 4-6 months.
The Pet Porters manages the complete Singapore pet import process -- microchip verification, RNAT test coordination, AVS import permit applications, USDA APHIS health certificate, parasite treatment documentation, and airline booking through the Singapore Changi Animal & Plant Quarantine facility.

Step-by-Step Requirements
Singapore Pet Import Requirements -- In the Correct Sequence
The order of these steps is mandatory. Completing them out of sequence -- even correctly -- can invalidate your documentation and require restarting the process.
ISO Microchip -- Must Come First
An ISO 11784/11785 compliant microchip must be implanted before any rabies vaccination or blood testing used for Singapore import documentation. The microchip number must appear consistently on all veterinary records, lab reports, and the official health certificate.
If your pet already has a microchip, verify it is ISO-compatible. Non-ISO chips may not be readable by Singapore's scanning equipment at entry. If a second ISO chip is needed, the entire vaccination and testing sequence must follow the new chip implantation date.
Rabies Vaccination
A valid rabies vaccination must be administered by a licensed veterinarian after the microchip is implanted.
- Must be administered after microchipping
- Vaccine must be given at least 30 days before travel to Singapore
- Must still be valid (within the manufacturer's licensed interval) at time of entry
- Vaccination records must clearly show the vaccine manufacturer, batch number, and expiration date
- Singapore requires documentation confirming the vaccination occurred after the microchip implantation date
RNAT Rabies Antibody Titer Test Triggers 90-Day Wait
The Rabies Neutralizing Antibody Titre Test (RNAT) -- also referred to as the FAVN test -- confirms your pet has sufficient rabies immunity. This is mandatory for all pets traveling from Category III countries including the USA.
- Blood sample must be drawn at least 30 days after the rabies vaccination
- Must be conducted at a Singapore-approved laboratory
- Result must show an antibody level of 0.5 IU/ml or higher to pass
- A 90-day waiting period begins from the date the blood sample is drawn
- Your pet cannot enter Singapore until 90 days after the blood draw date -- regardless of when the result is received
- A failing result requires re-vaccination and re-testing -- the entire clock restarts
AVS Import Permit
An official import permit must be obtained from Singapore's Animal & Veterinary Service (AVS) before your pet can travel. This permit confirms your pet has met Singapore's health requirements and authorizes legal entry into the country.
- Applied for through the Singapore National Parks Board (NParks) AVS portal
- Requires submission of vaccination records, RNAT test results, and veterinary documentation
- Processing time varies -- typically 2-4 weeks but can be longer during peak periods
- The permit has a specific validity window -- travel must occur within this period
- Cannot be approved until the RNAT result is confirmed and the 90-day wait period is complete
- We initiate and track the permit application on your behalf
Parasite Treatment
Singapore requires pets to be treated for both external and internal parasites before travel. All treatments must be documented on the veterinary health certificate.
- External parasites: treatment for ticks and fleas
- Internal parasites: treatment for worms (endoparasites)
- All treatments must be administered by a licensed veterinarian
- Product names, dosages, and treatment dates must appear on the health certificate
- Coordinate this at the same vet visit as the health certificate for efficiency
USDA-Accredited Health Certificate & APHIS Endorsement
Before departure, your pet must be examined by a USDA-accredited veterinarian who issues the official health certificate. This ties all previous steps together in a single government-recognized document.
- Must be issued by a USDA-accredited veterinarian -- not just any licensed vet
- Must confirm microchip number, vaccination dates, RNAT result, and parasite treatments
- Must be completed within the timeframe specified by your AVS import permit
- Must be submitted to USDA APHIS for government endorsement immediately after issue
- APHIS endorsement typically takes 1-3 business days -- rush options available in some states
- We manage the APHIS submission and track the endorsement return
Arrival at Singapore Changi -- AVS Inspection
Pets arriving in Singapore are processed at the Singapore Changi Animal & Plant Quarantine Station, administered by NParks AVS. Your pet will undergo a documentation inspection and veterinary check before being released.
- AVS officers verify the import permit, health certificate, microchip, and vaccination records
- Pets that meet all requirements are typically released on arrival
- Pets with documentation discrepancies may be held for further inspection or short quarantine
- We advise on the complete document packet your pet must travel with and coordinate with the airline on Changi cargo procedures
