Each step must be completed in order. The titer test must be completed before the import permit application. The import permit must be in hand before the health certificate is finalized.

ISO Microchip -- Must Come First

All dogs and cats must be implanted with an ISO 11784/11785 compliant 15-digit microchip before any rabies vaccinations are administered. UAE veterinary authorities scan the microchip on arrival to verify your pet's identity against all import documentation.
