Pet Travel Documentation -- Done Right the First Time

Pet travel documentation is not a single form -- it is a precise sequence of certificates, endorsements, tests, and permits that must be completed in the correct order, within exact timing windows, and formatted to each destination country's specific requirements.

A single error -- a certificate issued too early, a vaccine given in the wrong sequence, or a USDA endorsement submitted to the wrong office -- can result in your pet being denied entry, held in quarantine, or returned to the origin country at your expense.

The Pet Porters manages pet travel documentation for families, expats, and military personnel relocating domestically and internationally. We know exactly what each destination requires and ensure every document is accurate, timely, and accepted.

Why Documentation Fails -- Common Mistakes
  • Health certificate issued outside the valid window
  • Rabies vaccine given before microchip implant
  • Titer test submitted before waiting period ends
  • USDA APHIS endorsement missed or delayed
  • Wrong certificate format for destination country
  • Import permit not applied for far enough in advance
  • Non-USDA-accredited vet signs the certificate
We prevent all of these. Our documentation process is built around your specific destination's requirements from day one.

The Documentation Process

Pet Travel Documents Are a Sequence -- Not a Checklist

Each document depends on the one before it. The order matters, the timing matters, and the format must match your specific destination. Here is the typical sequence we manage on your behalf.

1
ISO Microchip Verification

All international pet travel requires an ISO 11784/11785-compliant microchip implanted and registered before any vaccinations are recorded. If your pet is microchipped with a non-ISO chip, it may not be readable at foreign entry points. We verify your pet's chip is compliant and registered in an internationally recognized database.

Timing Must be done first -- before any vaccinations are recorded. Vaccines administered before microchip implant may not be accepted.
2
Rabies Vaccination & Core Vaccines

Nearly every country requires a current rabies vaccination administered by a licensed veterinarian after microchip implant. Some destinations require two rabies vaccinations at least 30 days apart. We confirm the specific vaccine requirements for your destination, verify existing records, and advise your vet on precise timing and documentation format.

Timing Must be administered after microchipping. Some countries require vaccines 21-30 days before travel; others require a full series months in advance.
3
Rabies Titer Test (OIE-FAVN) Longest Lead Time

Many countries -- including Japan, South Korea, Australia, Hawaii, the UK, and others -- require a rabies antibody titer test (OIE-FAVN test) to confirm your pet has adequate immunity. The blood sample must be sent to an approved laboratory, and results can take 2-4 weeks. After a passing result, most of these destinations require an additional 90-180 day waiting period before your pet can enter. This is the step that catches families off guard most often.

Critical Warning The titer test waiting period alone can be 90-180 days. If you have not started this step, contact us immediately -- this is the most common reason pets cannot travel on their owner's schedule.
4
USDA-Accredited Veterinary Health Certificate

The official veterinary health certificate must be issued by a USDA-accredited veterinarian -- not just any licensed vet. The certificate format must match the destination country's specific requirements, and it must be issued within a strict time window before departure (typically 10 days for most destinations). We coordinate your vet visit, confirm the correct certificate format, and review the completed document before submission.

Timing Issued within 10 days of departure for most destinations. Must be done last -- after all other documentation is in place.
5
USDA APHIS Government Endorsement

Most international destinations require the health certificate to be officially endorsed by the USDA Animal and Plant Health Inspection Service (APHIS). This government endorsement authenticates the vet's certificate and must be obtained from the appropriate USDA APHIS Veterinary Export Trade Services office -- which varies by state. We manage the submission, track processing, and ensure the endorsed certificate is returned in time for your departure.

Timing Submit immediately after the vet health certificate is issued. Processing can take 1-3 business days -- rush options are available in some states.
6
Import Permits & Country-Specific Entry Documents

Some destinations require a formal import permit issued by the destination country's agriculture or customs authority before your pet can enter. These permits often have their own application process, processing timelines, and expiration dates. We identify whether your destination requires a permit, initiate the application, and track its status so it is ready before departure.

Timing Should be initiated as early as possible -- some permits take 4-8 weeks to process and have fixed validity windows.
7
Airline Documentation & Customs Clearance Prep

With all government documentation complete, we prepare and review the airline-specific paperwork required for live animal cargo transport. This includes cargo forms, crate labeling, feeding instructions, and the travel document packet your pet will travel with. We also verify that your complete documentation package meets the destination country's customs inspection requirements so your pet clears entry without delays.

Final Review We do a complete documentation review before your pet's travel date to confirm every document is valid, correctly formatted, and within its acceptance window.

Common Questions

Pet Documentation FAQ

It depends on your destination. For countries that require a rabies titer test (Japan, South Korea, Australia, Hawaii, UK), you need at least 4-6 months -- sometimes more. For EU countries like Germany and Italy, the process is shorter but still requires several weeks. Contact us as soon as you know your destination and move date and we will build your exact timeline.
Yes -- the official health certificate for international travel must be signed by a USDA-accredited veterinarian. Not all licensed vets are USDA-accredited. We can help you identify an accredited vet in your area or confirm whether your current vet qualifies.
A USDA APHIS endorsement is a government stamp that authenticates your vet's health certificate for international travel. Most countries require it -- without it, the certificate is not accepted at the destination country's border. We manage the endorsement submission and track its return so it is ready in time for your departure.
Yes. If you have already begun the documentation process but want to verify everything is correct before travel, we offer a documentation review service. We check every document against your destination's current requirements and flag any issues while there is still time to correct them.
Yes. Hawaii has some of the most complex domestic pet entry documentation in the U.S. -- comparable to many international destinations. We specialize in the Hawaii Direct Airport Release (DAR) program, which requires a precise sequence of microchipping, rabies vaccines, OIE-FAVN titer testing, a 90-day waiting period, and HDOA document submissions.
